I conducted a simple experiment that answered my own question:  

I recorded a .WAV file in Sound Forge.  Just my voice counting 1, 2, 3, 4 across three measures. 
1st measure at a rapid tempo, 2nd measure at a moderate tempo, 3rd measure at a slow tempo.

1. Dropped it into a new Acid project (Acid saw it as a Loop)
2. Converted it to a Beatmap
3. Used Clip Properties > Stretch to isolate each measure (dbl-click the orange measure markers)
4. Reset the Beatmap measures to match the spoken downbeat "One" for each measure

Sure enough, all three measures played back at the 120BPM Project Tempo setting.
The slower a measure's tempo was during recording, the faster it played back in Acid. 

Yeah, I know.  "Duh."  But I'm struggling with the concept since it's backwards from what I hoped Acid could do...  I want to bring in a WAV file with a distinctly "Human Feel", and get Acid to line new instruments up with that looseness.
